Experience
Fernando has twenty-four years of experience in the legal-tax market. He has worked in the main financial institutions of the public sector, performing managerial and legal advisory roles. Fernando provides timely advice on legal and tax matters and their implications in the development of companies.
He masters matters of inheritances and donations, having worked for over a decade as Liquidator, Inspector and then Deputy Manager of the Department of Inheritances and Donations at the national collection agency, in addition to having served as Property Appraisal and Inheritance and Donations Tax Manager for over three years. He has extensive experience in the valuation of real estate and in the administrative procedures of hierarchical remedies and in the administrative and judicial reconsideration and contentious tax claims procedures.
Education and Publications
Fernando obtained his Law Degree from Universidad Nacional Pedro Henríquez Ureña (UNPHU) in 1992. In the same year he obtained the degree of Technician in Tax Administration from Instituto de Capacitación Tributaria (INCAT) where he also acquired training at the basic level of Customs Techniques.
In 2000, he received training for Internal Technicians from the Project for strengthening the Training Centers of Tax Administrations of the Ministries of IDB-CIAT Member Borrowing Countries.
He completed a Diploma in Banking and Financial Law at Pontificia Universidad Católica Madre y Maestra in collaboration with Fundación Institucionalidad y Justicia in 2004. In 2007 he received the master’s degree in Civil Law and Civil Procedure from Universidad Autónoma de Santo Domingo (UASD).
He is co-author of the last three editions of the Annotated Tax Code of the Dominican Republic and its Complementary Legislation, being one of the most praised and sought-after compilations in the Dominican tax sector.
